This year’s award was presented to Mark McCabe, the resource and performance management chief at the Coast Guard’s First District in Boston.

The annual award recognizes a Coast Guard civilian employee who best exemplifies the Coast Guard leadership philosophy and the service’s core values of honor, respect and devotion to duty.

McCabe oversees the district’s $51 million budget and his leadership of the budget office has made it one of the most efficient in the Coast Guard.

His significant achievements range from helping other members succeed in their personal and professional goals to securing an extra $4 million for critical maintenance projects in the district, such as structural problems on a Coast Guard pier and personnel housing safety issues.

“He makes an extra effort to work with everyone to meet their needs,” said Capt. Eugene Cunningham, McCabe’s supervisor. “His biggest strength is his ability to listen to others while keeping an impartial view of the big picture.”

McCabe will be formally recognized, Apr. 6, 2009, at the Inspirational Leadership Awards Presentation ceremony in Washington D.C.

He was also awarded the Secretary of Homeland Security’s Award for Excellence in November 2008.

George R. Putnam was the first commissioner of the U.S. Lighthouse Service, a predecessor service to the Coast Guard. He was known for hiring the most competent people, based solely on their merits. He introduced benefits such as annual leave, paid sick leave, and a retirement system for lighthouse service employees.
